Penology in the country has always been equated with crime and punishment. Or crime plus punishment equals rehabilitation and reformation. But it can also mean crime plus punishment plus rehabilitation equals prison management.
At the Cebu Provincial Detention and Rehabilitation Center (CPDRC) here in the Philipipnes, the approach to rehabilitation is discipline, physical fitness, dismantling of the culture of corruption and preemptive decongestion. It is a concept that views behavioral change and culture in the microcosm of a sick society, which is, the jail.

An accident-prone daredevil plans to jump the Snake River on a moped in order to win over his stepfather.
Rod Kimble is a naïf, a slacker living in a small U.S. town with his mom, younger brother and step-father, whose respect he craves. He also misses his dead dad, whom he thinks was Evel Knievel’s backup. With help from his brother and his slacker pals, Rod fancies himself a stunt man, so when his step-father needs an operation, Rod hatches a plan to set a school-bus-jumping record on his moped.
